Bishop Bernard M. Tann is an internationally respected Christian leader, humanitarian, counselor, and educator. With a career spanning decades, he has provided strategic oversight to ministries across the United States, Canada, the Caribbean, and Africa.
- Humanitarian Commitment: A seasoned crisis counselor, he provided vital support to communities affected by the 2005 hurricanes, working alongside the American Red Cross.
- Advocacy: As a founder of the Tabernacle African Caribbean Refugee Association, Bishop Tann has been a steadfast champion for social inclusion and refugee support.
Vision: Guided by the principle of “Serving God by Serving Humanity,” he leads our Council in defending the universal right to conscience, ensuring that religious liberty is protected, respected, and upheld at the local level.

Rev. Dr. Sunny Moses Railey is an internationally respected theologian, educator, and humanitarian dedicated to the advancement of faith-based service and global outreach.
- Organizational Leadership: As Founder and General Overseer of Christ Outreach Ministries International (COMI), he provides strategic leadership for international missions, evangelism, and leadership development programs.
- Expertise: With a Ph.D. in Christian Education and Biblical Theology, he is deeply committed to empowering believers through biblical truth and spiritual freedom.
- Global Peacebuilding: Rev. Dr. Railey’s lifelong dedication to servant leadership and unity within the Body of Christ makes him an essential voice in our mission to bridge international standards with local human needs.
Mission: He serves the Council with the guiding principle of “Transforming Lives Through the Gospel of Jesus Christ, Empowering Believers Through Faith, Prayer, Biblical Truth, and the Power of the Holy Spirit”.
